Open and Distance Learning (ODL) is an approach to teaching and learning that offers open and flexible access to learning opportunities to anyone, anywhere, and at any time.
ODL is especially useful for potential students who are unable to access learning opportunities where they are provided. For these students, learning opportunities need to be offered where they are located, and provided at a time which best suits them and their circumstances. ODL also offers students choices in relation to entry and exit points, as well as selection of courses, making it particularity suitable for lifelong-long learners who wish to continue with their education while in employment or engaged with domestic work.
ODL methods use a wide variety of technologies to bridge the divide that is created by the physical separation of learners from the teachers and the educational institution. These include printed as well as digital learning resources, audio and video conferencing, online learning management systems, mobile devices, as well as a growing list of social media tools.
Welcome to the Post Graduate Institute of English (PGIE) – the only tertiary level institution responsible for the English language in Sri Lanka. The PGIE is an institute based at the Open University of Sri Lanka (OUSL) and like OUSL, conforms to the Distance Education mode of teaching/learning. Currently the PGIE conducts the only Master’s degree in Teaching English as a Second Language available in Sri Lanka. The PGIE also conducts courses in English as continuing professional education, and workshops and short courses related to English and the teaching of English. In addition, it is involved in spearheading research on English and especially English Language Teaching in Sri Lanka.

The Centre for Educational Technology and Media (CETMe) plays a pivotal role in the Open University of Sri Lanka (OUSL) in providing guidelines for designing self-instructional materials, designing and developing educational media and ensuring quality standards of the OUSL course materials. It is the service provider for all the four faculties to develop their courses including online courses.
So far the centre has won 9 international awards for educational videos from Japan, Iran and UNDP.
The CETMe consists of two main units; Academic and Research Unit and Production Unit (Media House).

The Production Unit (Media House) of the CETMe is equipped with a fully-fledged Digital Hi- Definition Television Studio, dubbing and audio studios, makeup rooms and a post-production unit. It also has an audio-visual library; collection of diverse video footage. The Graphic section of the CETMe is responsible for designing graphics and animations for both print and electronic media.
The CETMe also offers short courses on course writing, online course design and development, online e-mentoring and tutoring and film and television production. Currently, it offers a fully online course for medical practitioners on old age psychiatry.
It also hires the television studio and other facilities.
