The period 1959 - 1965 was named the Academy of Corporate Administration Veterans Branch Surabaya. In 1968 changed its name to College of National Development (PTPN) Veteran East Java branch. The period 1976 - 1994 there was a shift PTPN Veteran status as the East Java branch of Polytechnic under the guidance Department of Defense and Security Affairs. In 1977 changed its name to Veterans National Development University of East Java branch. In 1995 transformed into Colleges by name UPN Veteran East Java operationally under the guidance Foundation Kejuangan Panglima Sudirman and functionally under the guidance Department of Defense and Security Affairs. In 2007 UPN Veteran operationally under the guidance Welfare Foundation Education and Housing functionally under the guidance Ministry of Defense R I . According to the development and progress that has been achieved, then the UPN Veteran East Java projected by the Ministry of Defense to be Perguruang State (PTN). Monday, October 6, 2014, President Susilo Bambang Yudhoyono, signed an endorsement inscription that marks the UPN "Veteran" East Java into PTN.

State Defense Campus is one manifestation of the implementation of Article 27 paragraph 3 of the 1945 Constitution in the form of the national defense system to deal with non-military ancanam. One of the actual form in general is Education State Defense form of activity intrakurikuler Subjects Formation of Personality Pancasila, Education citizenship, Indonesian and Widya Mwat Yasa and activities ektrakurikuler Student Activity Unit as orderly Students, Student Nature Lovers, Scout, Traditional Martial, Arts Traditional dance and Sport.
UPN Veteran specifically in East Java is being piloted State Defense Studies program as a tangible manifestation of being part of the Defense University College status under Government Owned Defense Ministry had coaching.

This campus has a spacious and green environment which is very suitable for lectures and student activities. Sports facilities such as tennis courts provide opportunities for students to exercise and socialize. In addition, the strategically located canteen provides a variety of delicious and affordable food options. I was impressed by the campus' focus on agricultural development and environmental sustainability. Also, parking access for motorbikes is very easy and comfortable. It's not surprising that many alumni feel closely connected to this campus. The friendly and open atmosphere here really enhances the college experience

Salah 1 perguruan tinggi negeri di Surabaya. Kampus cukup asri dengan banyak pohon. Gedung2 juga di tempatkan secara baik dan rapih. Lahan cukup luas. Parkiran mobil dan motor juga lebih dari cukup. Kampus cukup adem di siang hari karena banyak pohon2 di halaman fakultas dan lahan parkir. Tersedia mushola dan kantin di dalam lingkungan universitas ini. Tempat enak dipakai buat olah raga sore atau pagi hari. Asri dan pastinya menyehatkan.
