The University of Northern Philippines (UNP) is a university in Barangay Tamag, in the City of Vigan in the province of Ilocos Sur, Philippines. It is the first and oldest state university in Northern Luzon which offers low tuition fee, tracing its roots to 1906, which is older than the University of the Philippines by two years. It is the only state university in the province aimed for less-fortunate people and one of three state-owned educational institutions of higher learning operating in Ilocos Sur.

The University of Northern Philippines (UNP) holds the distinction of being the first state university in Northern Luzon. It was created through the enactment of Republic Act 4449 authored by the late Congressman FLORO S. CRISOLOGO and approved on June 19, 1965. The said Act converted the Ilocos Sur School of Arts and Trades in the Municipality of Vigan, Province of Ilocos Sur, into a University.

The Open University have been operating in a borderless environment, providing the avenue for professional growth and development despite of geographical circumstances, job demands and time constraints akin to the traditional campus-based education. These obstacles to professional growth and development were practically being minimized if not totally eliminated. The Open University is striving even more to widen the accessibility to quality education. This has been manifested by the geographical distribution of its enrolees who are now increasingly distributed in the country and even overseas.

We shall work for the improvement of our academic standards. We shall do this by initially going back to the basic and change the culture that has made us very comfortable with mediocrity. Middle level academic administrators have to do their basic functions to see to it that the students are the only ones blamed in poor board performances. The classroom performance of the instructors and professors should be evaluated meaningfully, and the best way to do it is for the academic unit administrators to go to the classrooms and observe classes. The presence of the faculty within the campus that ensures accessibility when needed by their students has to be thoroughly monitored. The faculty members have to set the examples of excellence in academic pursuits and not in other else. Everyone has to work for the accreditation of all our programs and to have our lost accreditation status be restored. The greatest challenge in attaining these ambitious goals rests on the Deans.

We shall work hard for the institutionalization of the knowledge production cycle, starting from the classroom until we shall have attained a name in world of authors and inventors. And so, we shall equip the faculty with the necessary skills and competencies by sending those who are willing to grow professionally to attain advance education and support all undertakings that will enhance their capabilities.We shall also see to it that there is no room for incompetence, mediocrity and nepotism. The best framework which this ambitious plan is attained is, again, putting to order our processes and seeing to it that meritocracy is the order of business. In resolving disputes, we shall ensure that there is fairness and justice, and that decisions shall be based on what is right and lawful tempered with utmost protection of human dignity.

Been studying here since 2016,Worst medicine college one can find without any laboratories or any kind of practical knowledge, faculties are average with no fixed schedule of classes or anything.

Our beloved University in the Northern Philippines Ilocos Sur. Yes indeed a good Univetditu eventhough honestly is didn't study there in College but for sure I know that these University is very proud with excellent standard standard that many educated people Mastet degrees doctoral people who are all graduated inthis University of the North. Our one and only Beloved Ilocos Sur Univerdity of Northern PHILIPPINES my native Holy land. Amen.
