Application Procedures

All parent/carers are required to apply to their home LA regardless of where the school/academy they are applying is situated. Manchester residents will apply to Manchester LA. The LA will liaise with other Admissions Authorities in Manchester and other LAs where required. Manchester LA will inform parent/carers in writing of the outcome of their application.

These admission arrangements apply to applicants seeking a place in Reception for the schools listed in appendix 1. Applications for admission to the nursery of a Manchester school/academy will be dealt with by the school/academy, not by the LA. Applicants should apply direct to the school for a nursery place. The LA is obliged to include in these arrangements the following provisions that apply to parent/carers making applications for a place in Reception only:

  • The arrangements do not apply to those being admitted for nursery provision including nursery provision delivered in a co-located children’s centre;
  • Parent/carers of children who are admitted for nursery provision must apply for a place at the school/academy if they want their child to transfer to the reception class;
  • Attendance at the nursery or co-located children’s centre does not guarantee admission to the school/academy;
  • Parent/carers can request that the date their child is admitted to the school/academy is deferred until later in the school year or until the child reaches compulsory school age in that school year. Where entry is deferred, admission authorities must hold the place for that child and not offer it to another child. The parent would not however be able to defer entry beyond the beginning of the term after the child’s fifth birthday;
  • Parents of a summer born child may request that they are admitted out of their normal age group – to reception rather than year 1. f) Parents can request that their child attends part-time until the child reaches compulsory school age.

Published Admission Numbers (PAN)

A Published Admission Number (PAN) is the number of places a school/academy has in the year of entry. Places will normally only be offered up to the published admission number. A child cannot be refused admission to the normal year of entry on the grounds of prejudice to the provision of efficient education and efficient use of resources unless the published admission number has been reached. Outside of the year of entry it is expected that the PAN will continue to be applied. However, if circumstances at the school/academy have changed since the year of entry, a place may be refused even if the admission number has not been reached. Oversubscription Criteria

The oversubscription criteria will be applied to all applicants where there are more applicants than places available. All applicants will be placed in a priority order determined by the oversubscription criteria. Places will be offered to the applicants with the highest priority until all places at the school have been offered, after all children whose Education, Health and Care plan names the school. There are different oversubscription criteria for entry into:

  • reception in September (Primary Admissions Round),
  • reception up to year 6 during the academic year (In Year Admissions).

Primary Admissions Round – Oversubscription Criteria

  • Category 1: children who are looked after by a local authority and children who were previously looked after by a local authority. Children who were looked after or in state care outside of England and ceased to be in state care as a result of being adopted. Previously looked after children are children who were looked after, but ceased to be so because they were adopted (or became subject to a child arrangement order or special guardianship order). A child is regarded as having been in state care in a place outside of England if they were accommodated by a public authority, a religious organisation or another professional provider of care;
  • Category 2: children with exceptional medical/social needs;
  • Category 3: children with a sibling at the school;
  • Category 4: all other children

Within each category, applicants will be prioritised according to the distance between the child’s permanent address and the school. Distance will be measured in a straight line from the centre point of the child’s permanent home address to the centre point of the school as defined by Local Land and Property Gazetteer (LLPG), and using the Local Authority’s computerised measuring system, with those living closer to the school receiving higher priority.

In Year Admissions – Oversubscription Criteria

All children whose Education, Health and Care plan names the school must be admitted.

  • Category 1: children who are looked after by a local authority and children who were previously looked after by a local authority. Children who were looked after or in state care outside of England and ceased to be in state care as a result of being adopted. Previously looked after children are children who were looked after, but ceased to be so because they were adopted (or became subject to a child arrangement order or special guardianship order). A child is regarded as having been in state care in a place outside of England if they were accommodated by a public authority, a religious organisation or another professional provider of care;
  • Category 2: children with exceptional medical/social needs;
  • Category 3: children with a sibling at the school
  • Category 4: children who have moved into Manchester and are without an offer of a school place;
  • Category 5: all other children

Within each category, applicants will be prioritised according to the distance between the child’s permanent address and the school. Late Applications

Waiting lists will be held in criteria order using the oversubscription criteria in the school/academy’s admission arrangements. Waiting lists are not operated on a “first come, first served” basis. The amount of time an applicant is on a waiting list will not affect their position on it.

Entitlement to Nursery Education

  • Children will become eligible for admission to a Manchester nursery school or to a nursery class in a community or voluntary controlled infant/primary school once they turn three.
  • All 3 and 4 year old children in England are entitled to 15 hours free childcare per week. This is known as universal childcare. In addition some 3 and 4 year old children may be eligible for a further 15 hours free childcare which is known as extended free childcare.
  • The LA will ensure that any three or four-year-olds moving to England from another country can access their free hours on the same basis as other children.

Admission Criteria

  • The responsibility for determining the admissions for nursery age children lies with the Governing Board of Abbott Community Primary School.
  • Where the number of children seeking admission is within the set number of places, then every child shall be given a place as of right.
  • Children who have an education, health and care (EHC) plan that names the school are admitted before the oversubscription criteria is applied.
  • Where the number of requests for admission exceeds the number of places, children will be admitted in the following priority order:
  • Looked after Children’ in accordance with section 22 of the Children Act 1989.
  • Children with a disability or SEN that are a Manchester resident.
  • Children with a sibling who will be attending the school at the time of admission.
  • Manchester residents who live outside the school’s area 3.4.5 Non-Manchester residents
  • If it is necessary to distinguish between children in a particular category, priority will be determined on the basis of distance between home and school as a direct line from the entrance to the property to the nearest available entrance to the school (i.e. the shorter the distance the higher the priority).
  • If places are available for entry in the Spring or Summer terms, these will be offered to children on the waiting list who have reached the eligible age:
  • Born between 1 September-31 December: eligible from the start of term beginning on or following 1 January after the child’s third birthday
  • Born between 1 January-31 March: eligible from the start of term beginning on, or following, 1 April after the child’s third birthday
  • Please note that the following do not influence your chances of getting a Nursery place for your child:
  • The length of time your child's name has been registered on our waiting list.
  • The length of time you have lived in the local area.
  • When applying the criteria for admission, the headteacher shall have regard to the age profile of the nursery, so that an ‘appropriate balance’ between 3 and 4 year olds is achieved. This may mean that admissions may vary from the priority order set out above, from time to time.

Applying for A Place in The Nursery

  • Parents may register their interest in a place at the nursery at any time following their child’s birth, by completing a Nursery Admission Form. The child’s birth certificate will be required as proof of their date of birth.
  • These children will be entered on a waiting list to be considered for a place when they reach the appropriate age.
  • Placing a child’s name on the waiting list does not guarantee that a place will become available for the child.
  • The main point of entry to the nursery will be in September each year. Applications for September entry (children who will be three by 31st August of that year) will be collated and offered during the preceding Summer 1 half term.
  • Places will be offered by contacting parents by letter and telephone using the contact details provided. If no response is received within 4 weeks of making the offer, the place may be offered to another child on the waiting list.

Refusal of Admission

A child is only refused admission if one of the following criteria are met:

  • The nursery has reached its admissions limit
  • The child is not of the appropriate age
  • Parents do not have a statutory right to appeal against the admission authority’s refusal to award a place to their child.
  • Parents may appeal to the SEND tribunal against the provision named by the authority in the EHC plan.
