Admissions Policy And Guidance For September

St Fagans Church in Wales Primary School is a voluntary aided co-educational day school and one of its foremost aims is to provide a Christian education in accordance with the teachings of the Church in Wales. Placements in the school are awarded at the discretion of the Governing Body who review their admissions policy annually.

The planned admission number is the number of pupils that the Governing Body will admit to a year group in the school. The planned admission number for this school is 30. In addition, there are 32 part-time places in the Nursery.

Children are admitted to the school in the Autumn term in the year in which they are FIVE. Nursery places are awarded in the Autumn term of the year in which they are FOUR, however a placement in the nursery class does not guarantee a place in the main body of the school as there is a second application process for Reception, as in all schools

Nursery applications must be made via the school.

Parents applying for a place in Reception Year at the school must express a preference for a place at the school on the Council’s School Admissions Portal at www.cardiff.gov.uk

Support from parish priests and ministers will be sought by the school. Please contact the vicar or minister of your church to inform them that you are applying for a place at St Fagans CW Primary School and ask permission to use them as a reference.

The Admissions Panel of the Governing Body will meet if there are more applications than places available. Late applications will be considered after applications that have been received on time. Only exceptional circumstances (e.g., serious illness or major incident) would allow a late application to be considered in the first round of admissions.

Applicants will be notified of the result of their application in writing by the Governing Body on the offer date of XXXXXXX unless you have been offered one of your higher preferences through the coordinated admissions process.

Parents whose application to Reception has been unsuccessful have the right to appeal. To exercise that right, the appeal must be made in writing to the Clerk to the Governors within 15 school days of receiving notification of an unsuccessful application. The appeal will be considered by an independent Admission Appeal Panel, administered by the Llandaff Diocesan Board of Education, according to the Welsh Assembly Government’s Code of Practice on School Admission Appeals. There is no appeal procedure for applications to Nursery as this is non-statutory education.

Following the allocation of places, children whose application has been unsuccessful will be put on a waiting list until the 30th September in the school year in which they apply. Thereafter the parents should make a fresh application for admission. If additional places become available while the waiting list is in operation, they must be allocated to children on the waiting list on the basis of the published oversubscription criteria. Waiting lists must not give priority to children based on the date the application was added to the list. For example, if a child moves to an area outside the normal admissions round and has higher priority under the oversubscription criteria, they must be ranked above those with lower priority already on the list. Parents who wish to discuss position on a waiting list can ring the school.

Applications for a place in any year group, at any time of year will be considered in light of available places at the time the admissions panel meet.

The Governing Body has a duty to prioritise admission of children Looked After or previously Looked After by the Local Authority, or provided with accommodation by them (e.g., children with foster parents) (Section 22 of the Children Act 1989). Priority will also be given to children with a Statement of Special Educational Needs or an Individual Development Plan (IDP) or note in lieu where the school has been named, including Children with enhanced Early Years funding from the Case Advisory Panel at the date of application. Priority may be given to applications for children with a significant medical condition which can be supported by documentary evidence from a Medical Consultant or Social Worker giving detailed reasons why the child should be admitted to St Fagans CW Primary School.

If the number of remaining applications exceeds the available pupil places, the Governing Body will admit children whose applications satisfy the over-subscription criteria in the following order:

School Oversubscription criteria

  • Looked After or previously Looked After Children or provided with accommodation by the Local Authority stated above; Children with a Statement of Special Educational Needs or Individual Development Plan (IDP) with enhanced funding as outlined above. NB. Since this policy has been agreed the Local Authority have changed the way they fund ALN (SEN) in schools. This means that there is no longer enhanced funding linked to IDP’s. therefore this part of the criteria 1 can no longer be applied. The change was made after the consultation period for this policy had closed.
  • Parish children who attend an Anglican church with their parents on the majority of Sundays and whose parents have been at the heart of the church long term, as substantiated by their parish priest.
  • Children with siblings attending the school at the date of enrolment.
  • Parish children of another Christian Church for whom there is no alternative denominational education provision, who attend with their parents on the majority of Sundays and whose parents have been at the heart of the church long term, as substantiated by their minister.
  • Parish children who attend a Christian Church with their parents on the majority of Sundays and whose parents have been at the heart of the church long term, who do not meet the criteria above. (This will also include formally constituted Churches such as Bethel and Immanuel Presbyterian Churches.)
  • Proximity to school, measured as the safest walking route as advised by Cardiff Council.
