At the beginning of 1981 some UNAIR and ITS lecturers and several community leaders joined the Pawiyatan Gita Patria Foundation wanted to dedicate themselves in education by establishing a university. When it comes to choosing a university name is selected the name NAROTAMA. This choice is based on the background of NAROTAMA's historical personality associated with the spirit of devotion to the State as well as his soul as a figure who supports, foster and raise AIRLANGGA. Implicit in the selection of names is the wishes of the newly established university, namely UNIVERSITY NAROTAMA can memdampingi and implement the ideals and expectations of Airlangga University that already exists. The writing "NAROTAMA Existence, Struggle and Histor", is the result of Prof.'s study. Dr. Aminuddin Kasdi in the framework of Dies Natalis / Lustrum IV Narotama University may be a blessing for the public to understand the character of Narotama and become the inspiration and encouragement for all Civitas Akademika and Alumni Narotama University Surabaya.

Vision of the university is Realization of Modern and Quality University based on Information and Communication Technology in 2025. Mission of the university is Providing real contribution in the development of science and technology in accordance with the development of the era through, educational activities, research, and dedication to the community of quality and global competitiveness by utilizing technology information and communication.

Objectives of the university are Being a university capable of providing higher education in science and technology relevant to the needs of society, by utilizing information and communication technology.Becoming a university that is able to create process and service of education, research, and dedication to the people of good quality and good governance (Good University Governance) ", and has the competitiveness of National and International level.
