Job Summary
Leading Landscaping and Irrigation Contractor based in Dubai seeks an experienced Quantity Surveyor required to manage all contractual and financial aspects and monitor all projects works for variations and enable the project team to maintain profitability through accurate costing.
Responsibilities
- Prepare and process subcontractors’ payment certificates upon receipt of value certificates, ensuring payments are released in line with contractual terms and verified work completion.Develop Bills of Quantities (BOQs) for required materials in coordination with the QS team; prepare variations, monthly valuations, subcontract orders, and certify subcontractor invoices to support accurate project costing and profitability.
- Compile comprehensive cost reports highlighting processed, approved, and outstanding payments; obtain Construction Manager (CM) approval and submit reports to the Accounts department.
- Draft detailed technical specifications and coordinate with the Estimation department to determine additional costs arising from variations, design changes, or scope additions, and secure client approval.
- Finalize project accounts upon completion by coordinating with site engineers to verify quantities, preparing all supporting documentation, obtaining CM approval, and securing the final payment certificate from the client.
- Issue subcontract inquiries, receive and evaluate quotations, conduct detailed technical and commercial comparisons, obtain necessary approvals from CM/Procurement, and recommend suitable subcontractor appointments.
- Provide value engineering solutions, procurement guidance, and technical support throughout tendering and contract award stages.
- Participate in internal and external meetings including pre-commencement, progress reviews, and contractual discussions.
- Coordinate and follow up on the submission of bonds, guarantees, warranties, insurances, and undertakings until full contractual closure.
- Identify, document, negotiate, and monitor contractual variations and changes in coordination with the project team.
- Verify subcontractor quantities and accounts by re-measuring completed works; administer contracts including variations, pricing revisions, and procurement-related matters.
- Manage all Quantity Surveying and cost control functions for projects, including design cost estimates, BOQ preparation, pre-tender pricing, tender documentation and evaluation, contract formation, LOIs, billing certification, and variation assessments.
- Perform daily valuations and cost assessments of work in progress, including tendering for landscape (hard & soft), fit-out, and civil works.
- Coordinate with the Senior QS/Contracts Manager to ensure timely and accurate submission of contractors’ monthly payment applications and assist in preparing and verifying interim, provisional sum, and variation payments.
- Liaise with the Planning Engineer using activity IDs to meet and achieve targeted monthly invoice values.
- Prepare and submit monthly valuation reports for each project to monitor progress and costs, submit claims to clients/consultants for approval, receive certified values, and forward approved certificates to Accounts for payment processing.
Job Requirements
- Bachelor’s Degree in Civil Engineering, Quantity Surveying, or an equivalent discipline from a recognized and accredited institution.
- Minimum of seven (7) years of relevant professional experience, including at least three (3) years within the UAE construction and/or landscaping sector.
- Proficient in AutoCAD and Primavera, with practical experience in their application on construction projects.
- Prior exposure to projects administered under FIDIC contract conditions is an added advantage.
- Strong project execution background with demonstrated capability in technical reporting and professional communication in English.
- Proven competence in modern value engineering practices and effective cost control methodologies.
